This is a replacement  silicon rubber shim (band) for use with an Exposure Lights quick release handlebar bracket.  The shim is used in place of the plastic reducer when fitting the bracket to fatter 31.8mm handlebars.  It will keep your quick release bracket in the position you set, avoiding any twisting on the bars.
